English Commentary:

This applies to those countries that are situated to the north or south of the Qiblah, such as Madinah (to the north) and Yemen (to the south). For the people of the Indian subcontinent, Egypt, and similar regions, it will be stated thus: “The entire portion of the horizon that lies between the north and south is Qiblah.” That is, there is no harm if one stands slightly askew in the direction of the Qiblah of one’s country (as long as it is not done deliberately).

Benefits and Issues:

Madinah Munawwarah is located directly south of Makkah Mukarramah.
Therefore, for the people of Madinah, determining the direction of the qiblah is not difficult.
Muslims in other cities perform prayer according to the orientation of their own cities,
because the direction of the noble Ka‘bah differs from various cities.

A person who is performing prayer in Masjid al-Haram
can face directly towards the building of the noble Ka‘bah by looking at it.
However, those who are far away are not obligated to face the exact structure of the Ka‘bah when praying.
For them, it is sufficient to determine the direction of the qiblah by estimation.
Allah Ta‘ala says:
“Allah does not burden a soul beyond its capacity.” ( al-Baqarah: 286)
“Allah Ta‘ala does not make anyone responsible for more than they can bear.”

Lexical Explanation:
«مَا بَيْنَ الْمَشْرِقِ وَالْمَغْرِبِ قِبْلَةٌ» This applies to the people of Madinah and to those in other locations situated in the same direction, because Madinah is located to the north of Makkah. When the people of Madinah face towards the south, in this situation, the west is on their right side and the east is on their left side; therefore, their qiblah lies between these two directions. The purpose is that when a worshipper is at a far distance from the qiblah, it is not obligatory for him to face the exact direction of the qiblah, because doing so would be very difficult and burdensome for him. It is sufficient for him to turn his face and body in that general direction. This allowance applies to other cities as well, just as it does for the people of Madinah.
