Narrated Abdullah ibn Abbas: The Messenger of Allah ﷺ prohibited to provoke the beasts for fighting.
Shaykh Umar Farooq Saeedi
Benefits and Issues: With regard to its chain of narration, this narration is weak. However, in terms of meaning, the matter is indeed as stated. That this action, in any way, is not befitting of honorable people. The general public should also be discouraged from it. And when making animals fight is prohibited, then causing people to fight among themselves is an even worse trait.
