His (Allah's) saying: {And let those fear [for their orphans] who, if they left behind weak offspring, would be afraid for them. So let them fear Allah and speak words of appropriate justice}

Mujahid (may Allah have mercy on him) said: When the time of death approached a person, people would begin advising him to make a bequest for so-and-so, to make a bequest for so-and-so, do this, do that, until it became harmful to his heirs. So Allah, the Mighty and Majestic, said: And let those fear (as they would fear) if they were to leave behind weak children, they would be afraid for them. That is, they should think about the heirs of the deceased in the same way as they think about their own children. So fear Allah and make a bequest with justice and truth.

Masruq (may Allah have mercy on him) said: He was present with a man who was making a will at the time of his death and was giving preference to some heirs over others, so he said to him: Indeed, Allah, the Mighty and Majestic, has apportioned among you and has made the best division, and whoever prefers his own opinion over Allah’s decision will go astray. So make a bequest for the one who is your close relative but not an heir, and then leave the wealth according to the division that Allah has prescribed.
