قَوْلُهُ تَعَالَى: {هَذَا بَيَانٌ لِلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِلْمُتَّقِينَ}
His saying, Exalted is He: {This [Qur'an] is a clear statement to [all] the people and a guidance and instruction for those conscious of Allah.}

Hadith 527
حَدَّثَنَا سَعِيدٌ قَالَ: نَا خَالِدُ بْنُ عَبْدِ اللهِ، عَنْ بَيَانٍ، عَنْ عَامِرٍ الشَّعْبِيِّ، - فِي قَوْلِهِ عَزَّ وَجَلَّ: { هَذَا بَيَانٌ لِلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِلْمُتَّقِينَ } - قَالَ: بَيَانٌ مِنَ الْعَمَى، وَهُدًى مِنَ الضَّلَالَةِ، وَمَوْعِظَةٌ مِنَ الْجَهْلِ .
‘Amir al-Sha‘bi, may Allah have mercy on him, said regarding the statement of Allah, the Mighty and Majestic: ﴿هَذَا بَيَانٌ لِلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِلْمُتَّقِينَ﴾: This is clarification for the people, guidance from darkness to light, and admonition from ignorance.
