قَوْلُهُ تَعَالَى: {وَلا جُنَاحَ عَلَيْكُمْ فِيمَا عَرَّضْتُمْ بِهِ مِنْ خِطْبَةِ النِّسَاءِ أَوْ أَكْنَنْتُمْ فِي أَنْفُسِكُمْ عَلِمَ اللهُ أَنَّكُمْ سَتَذْكُرُونَهُنَّ وَلَكِنْ لا تُوَاعِدُوهُنَّ سِرًّا إِلا أَنْ تَقُولُوا قَوْلا مَعْرُوفًا}
His saying, Exalted is He: {And there is no blame upon you for that to which you [indirectly] allude concerning a proposal to women or for what you conceal within yourselves. Allah knows that you will have them in mind. But do not promise them secretly except for saying a proper saying.}

Hadith 377
حَدَّثَنَا سَعِيدٌ قَالَ: نَا هُشَيْمٌ، قَالَ: نَا إِسْمَاعِيلُ بْنُ سَالِمٍ، عَنِ الشَّعْبِيِّ قَالَ: سَمِعْتُهُ يَقُولُ - فِي قَوْلِهِ عَزَّ وَجَلَّ: { وَلَكِنْ لا تُوَاعِدُوهُنَّ سِرًّا } - قَالَ: لَا تَأْخُذْ مِيثَاقَهَا أَلَّا تَنْكِحَ غَيْرَكَ، وَلَا تُوجِبِ الْعُقْدَةَ حَتَّى تَنْقَضِيَ الْعِدَّةُ .
Shu'bi, may Allah have mercy on him, regarding the statement of Allah the Exalted: "But do not make a secret promise to them" said: Its meaning is that you should not take a pledge from a woman during her waiting period that she will not marry anyone except you, nor should you make a definite decision of marriage before the waiting period ends.
Hadith 378
حَدَّثَنَا سَعِيدٌ قَالَ: نَا هُشَيْمٌ، قَالَ: نَا مَنْصُورٌ، عَنِ الْحَسَنِ
Hasan (may Allah have mercy on him) said in the explanation of Allah the Exalted’s statement: “But do not make a secret appointment with them” (__QUR_N__), that what is meant by this is adultery.
Hadith 379
وَأَنَا جُوَيْبِرٌ، عَنِ الضَّحَّاكِ .
Dhahhak (may Allah have mercy on him) said regarding the statement of Allah the Exalted: ﴿وَلَكِنْ لَا تُوَاعِدُوهُنَّ سِرًّا﴾, that is, do not make a firm secret promise of marriage to a woman during her waiting period ('iddah).
Hadith 380
وَالتَّيْمِيُّ، عَنْ أَبِي مِجْلَزٍ .
Abu Mujalid (may Allah have mercy on him) said in the explanation of Allah the Exalted’s statement: “But do not make a secret appointment with them” — it means adultery.
Hadith 381
وَأَنَا مُخْبِرٌ، عَنْ إِبْرَاهِيمَ بْنِ مُهَاجِرٍ، وَيُحَدِّثُ عَنْ عَطَاءٍ، أَنَّهُمْ قَالُوا: هُوَ الزِّنَا .
Ata (may Allah have mercy on him) said: They meant adultery.
Hadith 382
حَدَّثَنَا سَعِيدٌ قَالَ: نَا سُفْيَانُ، عَنِ ابْنِ أَبِي نَجِيحٍ، عَنْ مُجَاهِدٍ، - فِي قَوْلِهِ تَعَالَى: { وَلَكِنْ لا تُوَاعِدُوهُنَّ سِرًّا } - قَالَ: لَا يَخْطُبُهَا فِي عِدَّتِهَا . { إِلا أَنْ تَقُولُوا قَوْلا مَعْرُوفًا } يَقُولُ: إِنَّكِ لَجَمِيلَةٌ، وَإِنَّكِ لَفِي مَنْصِبٍ، وَإِنَّكِ لَمَرْغُوبٌ فِيكِ .
Mujahid (may Allah have mercy on him) said about ﴿وَلَكِنْ لَا تُوَاعِدُوهُنَّ سِرًّا﴾: He should not make an explicit proposal of marriage to her during the waiting period. About «إِلَّا أَنْ تَقُولُوا قَوْلًا مَعْرُوفًا», he said: He may say, "You are beautiful, honorable, and desirable."
Hadith 383
حَدَّثَنَا سَعِيدٌ قَالَ: نَا عَبْدُ الرَّحْمَنِ بْنُ زِيَادٍ، عَنْ شُعْبَةَ، عَنْ مَنْصُورٍ، عَنْ مُجَاهِدٍ، عَنِ ابْنِ عَبَّاسٍ - فِي قَوْلِهِ عَزَّ وَجَلَّ: { وَلا جُنَاحَ عَلَيْكُمْ فِيمَا عَرَّضْتُمْ بِهِ مِنْ خِطْبَةِ النِّسَاءِ } - قَالَ: التَّعْرِيضُ مَا لَمْ يَنْصِبْ لِلْخِطْبَةِ .
Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said regarding «وَلَا جُنَاحَ عَلَيْكُمْ فِيمَا عَرَّضْتُمْ بِهِ مِنْ خِطْبَةِ النِّسَاءِ»: Indirect proposal is permissible as long as a clear offer of marriage is not made.
Hadith 384
حَدَّثَنَا سَعِيدٌ قَالَ: نَا عَبْدُ الرَّحْمَنِ بْنُ زِيَادٍ، قَالَ: نَا شُعْبَةُ، عَنْ سَلَمَةَ بْنِ كُهَيْلٍ، عَنْ مُسْلِمٍ الْبَطِينِ، عَنِ ابْنِ جُبَيْرٍ قَالَ: يَقُولُ: إِنِّي أُرِيدُ أَنْ أَتَزَوَّجَ، وَإِنْ تَزَوَّجْتُ أَحْسَنْتُ إِلَى امْرَأَتِي .
Saeed bin Jubair (may Allah have mercy on him) said: A man can say that I intend to marry, and if I get married, I will treat my wife well.
