حَدَّثَنَا سَعِيدٌ قَالَ: نا أَبُو مُعَاوِيَةَ، عَنْ عُبَيْدِ اللَّهِ بْنِ عُمَرَ، عَنْ نَافِعٍ، عَنِ ابْنِ عُمَرَ، قَالَ: «كَتَبَ عُمَرُ رَضِيَ اللَّهُ عَنْهُ إِلَى أُمَرَاءِ الثُّغُورِ يَأْمُرُهُمْ أَنْ يَأْخُذُوا الرِّجَالَ بِالْقُفُولِ إِلَى النِّسَاءِ، فَإِنْ فَعَلُوا، وَإِلَّا أَخَذُوهُمْ بِالنَّفَقَةِ، فَإِنْ أَنْفَقُوا وَإِلَّا أَخَذُوهُمْ بِالطَّلَاقِ، فَإِنْ طَلَّقُوا وَإِلَّا أَخَذُوهُمْ بِالنَّفَقَةِ فِيمَا مَضَى»
Sayyiduna Umar (may Allah be pleased with him) wrote to the governors of the frontier regions: "Compel the men to return to their wives; if they do not return, demand maintenance; if they still do not comply, have them divorce; if they still do not do so, then demand the previous maintenance."
