قَوْلُهُ تَعَالَى: {وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلهِ فَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ وَلا تَحْلِقُوا رُءُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ بِهِ أَذًى مِنْ رَأْسِهِ فَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ فَإِذَا أَمِنْتُمْ فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ}His saying, Exalted is He: {And complete the Hajj and Umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting or charity or sacrifice. And when you are secure, then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. But whoever cannot find [or afford such an animal]—then a fast of three days during Hajj and of seven when you have returned [home].}
Hadith 292

حَدَّثَنَا سَعِيدٌ قَالَ: نَا هُشَيْمٌ، قَالَ: نَا مُغِيرَةُ، عَنْ مُجَاهِدٍ قَالَ: قَالَ كَعْبُ بْنُ عُجْرَةَ: وَالَّذِي نَفْسِي بِيَدِهِ لَفِيَّ نَزَلَتْ هَذِهِ الْآيَةُ، وَلَإِيَّايَ عَنَى بِهَا، { فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ بِهِ أَذًى مِنْ رَأْسِهِ فَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ } كُنَّا مَعَ رَسُولِ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، بِالْحُدَيْبِيَةِ وَنَحْنُ مُحْرِمُونَ، وَقَدْ حَصَرَنَا الْعَدُوُّ، وَكَانَتْ لِي وَفْرَةٌ، فَكَانَتِ الْهَوَامُّ تَسَاقَطُ عَلَى وَجْهِي، فَمَرَّ بِيَ النَّبِيُّ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ فَقَالَ: كَأَنَّ هَوَامَّ رَأْسِكَ تُؤْذِيكَ ؟ قُلْتُ: نَعَمْ، قَالَ: فَاحْلِقْ، وَنَزَلَتِ الْآيَةُ .
Sayyiduna Ka'b bin Ujrah (may Allah be pleased with him) said: By the One in Whose hand is my soul, this verse was revealed because of me, and I was the one meant by it: __QUR_2:196__ "But if any of you is ill or has an ailment of the head (necessitating shaving), he should offer a ransom, either by fasting or by charity or by sacrifice." We were with the Messenger of Allah (peace and blessings be upon him) at Hudaybiyyah and we were in the state of ihram. The enemy had besieged us. My head was full of hair and lice were falling onto my face. The Prophet (peace and blessings be upon him) passed by me and said: It seems the lice on your head are troubling you? I said: Yes. He said: Then shave your head. And then this verse was revealed.
