قَوْلُهُ تَعَالَى: {وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلهِ فَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ وَلا تَحْلِقُوا رُءُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ بِهِ أَذًى مِنْ رَأْسِهِ فَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ فَإِذَا أَمِنْتُمْ فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ}His saying, Exalted is He: {And complete the Hajj and Umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting or charity or sacrifice. And when you are secure, then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. But whoever cannot find [or afford such an animal]—then a fast of three days during Hajj and of seven when you have returned [home].}
Hadith 290

حَدَّثَنَا سَعِيدٌ قَالَ: نَا هُشَيْمٌ، قَالَ: نَا أَبُو بِشْرٍ، عَنْ مُجَاهِدٍ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ أَبِي لَيْلَى، عَنْ كَعْبِ بْنِ عُجْرَةَ قَالَ: نَزَلَتْ فِيَّ هَذِهِ الْآيَةُ، قَالَ: كُنَّا مَعَ رَسُولِ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ بِالْحُدَيْبِيَةِ وَنَحْنُ مُحْرِمُونَ وَقَدْ حَصَرَنَا الْمُشْرِكُونَ، وَكَانَتْ لِي وَفْرَةٌ، فَجَعَلَتِ الْهَوَامُّ تَسَاقَطُ عَلَى وَجْهِي، فَنَزَلَتْ: { فَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ } فَقَالَ رَسُولُ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ: أَيُؤْذِيكَ هَوَامُّ رَأْسِكَ ؟ قُلْتُ: نَعَمْ، قَالَ: فَاحْلِقْ، وَصُمْ ثَلَاثَةَ أَيَّامٍ، أَوْ أَطْعِمْ سِتَّةَ مَسَاكِينَ، أَوِ انْسُكْ نَسِيكَةً .
Sayyiduna Ka'b bin Ujrah (may Allah be pleased with him) says: This verse was revealed because of me, and he said: We were with the Messenger of Allah (peace and blessings be upon him) at Hudaybiyyah and we were in the state of ihram, the polytheists had besieged us, my head was full of hair, so lice began to fall on my face, then this verse was revealed: "then a ransom of fasting or charity or sacrifice" (__QUR_N__), so the Messenger of Allah (peace and blessings be upon him) said: Are the lice of your head troubling you? I said: Yes, he said: Then shave your head, and fast for three days, or feed six needy people, or offer a sacrifice (as ransom).
