Alqamah (may Allah have mercy on him), regarding the statement of Allah the Exalted: "And complete the Hajj and Umrah for Allah" says: In the recitation of Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) it is «إِلَىالْبَيْتِ». He said: Do not take Umrah beyond the House of Allah, then if you are prevented, if a man has entered into the state of Ihram for Hajj and he is prevented, then he should send whatever sacrificial animal (hady) is available to him. If he hastened before the sacrificial animal reached its place and shaved his head or applied perfume or used medicine for treatment, then he must offer a ransom: fasting, charity, or sacrifice. The fasting is for three days, the charity is three sa’ for six needy people, half a sa’ for each needy person, and the sacrifice is one goat. "Then when you are secure" means when he becomes healthy, he should turn towards the House of Allah in the same direction, perform Umrah from his Hajj and become lawful, and Hajj becomes obligatory for him the following year. If he returned and did not turn towards the House of Allah, then both Hajj and Umrah and a sacrifice for delaying Umrah become obligatory upon him. If he returned as a Mutamatti’ during the months of Hajj, then whatever sacrificial animal is available to him, i.e., one goat; if he does not find it, then three days of fasting during Hajj and seven when you return. Ibrahim (may Allah have mercy on him) said: Make the last day of the three days of fasting during Hajj the Day of Arafah. Ibrahim (may Allah have mercy on him) said: I mentioned this hadith to Sayyiduna Sa’id bin Jubair (may Allah be pleased with him), and he said: In this way, Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said in this hadith.
