قَوْلُهُ تَعَالَى: {وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلهِ فَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ وَلا تَحْلِقُوا رُءُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ فَمَنْ كَانَ مِنْكُمْ مَرِيضًا أَوْ بِهِ أَذًى مِنْ رَأْسِهِ فَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ فَإِذَا أَمِنْتُمْ فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ فَمَنْ لَمْ يَجِدْ فَصِيَامُ ثَلاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ}

His saying, Exalted is He: {And complete the Hajj and Umrah for Allah. But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughter. And whoever among you is ill or has an ailment of the head [making shaving necessary must offer] a ransom of fasting or charity or sacrifice. And when you are secure, then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals. But whoever cannot find [or afford such an animal]—then a fast of three days during Hajj and of seven when you have returned [home].}

Hadith 287

حَدَّثَنَا سَعِيدٌ قَالَ: نَا أَبُو مُعَاوِيَةَ، قَالَ: نَا الْأَعْمَشُ، عَنْ إِبْرَاهِيمَ، عَنْ عَلْقَمَةَ، فِي قَوْلِهِ عَزَّ وَجَلَّ: { وَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلهِ } قَالَ: هِيَ فِي قِرَاءَةِ عَبْدِ اللهِ: (إِلَى الْبَيْتِ)، قَالَ: لَا تُجَاوِزُ بِالْعُمْرَةِ الْبَيْتَ، فَإِذَا أُحْصِرْتُمْ، فَإِذَا أَهَلَّ الرَّجُلُ بِالْحَجِّ فَأُحْصِرَ، بَعَثَ بِمَا اسْتَيْسَرَ مِنَ الْهَدْيِ، فَإِنْ هُوَ عَجَّلَ قَبْلَ أَنْ يَبْلُغَ الْهَدْيُ مَحِلَّهُ فَحَلَقَ رَأَسَهُ أَوْ مَسَّ طِيبًا أَوْ تَدَاوَى بِدَوَاءٍ كَانَ عَلَيْهِ فِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةً أَوْ نُسُكٍ، وَالصِّيَامُ ثَلَاثَةُ أَيَّامٍ، وَالصَّدَقَةُ ثَلَاثَةُ آصُعٍ عَلَى سِتَّةِ مَسَاكِينَ، لِكُلِّ مِسْكِينٍ نِصْفُ صَاعٍ، وَالنُّسُكُ شَاةٌ، { فَإِذَا أَمِنْتُمْ } يَقُولُ: إِذَا بَرَأَ فَمَضَى مِنْ وَجْهِهِ ذَلِكَ إِلَى الْبَيْتِ، أَحَلَّ مِنْ حَجَّتِهُ بِعُمْرَةٍ، وَكَانَ عَلَيْهِ الْحَجُّ مِنْ قَابِلٍ، فَإِنْ هُوَ رَجَعَ وَلَمْ يُتِمَّ مِنْ وَجْهِهِ ذَلِكَ إِلَى الْبَيْتِ كَانَ عَلَيْهِ حَجَّةٌ وَعُمْرَةٌ وَدَمٌ لِتَأْخِيرِهِ الْعُمْرَةَ، فَإِنْ هُوَ رَجَعَ مُتَمَتِّعًا فِي أَشْهُرِ الْحَجِّ كَانَ عَلَيْهِ مَا اسْتَيْسَرَ مِنَ الْهَدْيِ شَاةٌ، فَإِنْ هُوَ لَمْ يَجِدْ فَصِيَامُ ثَلَاثَةِ أَيَّامٍ فِي الْحَجِّ وَسَبْعَةٍ إِذَا رَجَعْتُمْ . قَالَ إِبْرَاهِيمُ: يَجْعَلُ آخِرَ صِيَامِ ثَلَاثَةِ أَيَّامٍ فِي الْحَجِّ يَوْمَ عَرَفَةَ . قَالَ إِبْرَاهِيمُ: فَذَكَرْتُ هَذَا الْحَدِيثَ لِسَعِيدِ بْنِ جُبَيْرٍ، فَقَالَ: هَكَذَا قَالَ ابْنُ عَبَّاسٍ فِي هَذَا الْحَدِيثِ كُلِّهِ .
Alqamah (may Allah have mercy on him), regarding the statement of Allah the Exalted: "And complete the Hajj and Umrah for Allah" says: In the recitation of Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) it is «إِلَى الْبَيْتِ». He said: Do not take Umrah beyond the House of Allah, then if you are prevented, if a man has entered into the state of Ihram for Hajj and he is prevented, then he should send whatever sacrificial animal (hady) is available to him. If he hastened before the sacrificial animal reached its place and shaved his head or applied perfume or used medicine for treatment, then he must offer a ransom: fasting, charity, or sacrifice. The fasting is for three days, the charity is three sa’ for six needy people, half a sa’ for each needy person, and the sacrifice is one goat. "Then when you are secure" means when he becomes healthy, he should turn towards the House of Allah in the same direction, perform Umrah from his Hajj and become lawful, and Hajj becomes obligatory for him the following year. If he returned and did not turn towards the House of Allah, then both Hajj and Umrah and a sacrifice for delaying Umrah become obligatory upon him. If he returned as a Mutamatti’ during the months of Hajj, then whatever sacrificial animal is available to him, i.e., one goat; if he does not find it, then three days of fasting during Hajj and seven when you return. Ibrahim (may Allah have mercy on him) said: Make the last day of the three days of fasting during Hajj the Day of Arafah. Ibrahim (may Allah have mercy on him) said: I mentioned this hadith to Sayyiduna Sa’id bin Jubair (may Allah be pleased with him), and he said: In this way, Sayyiduna Abdullah bin Abbas (may Allah be pleased with them both) said in this hadith.
