قَوْلُهُ تَعَالَى: {يَا أَيُّهَا الَّذِينَ آمَنُوا كُتِبَ عَلَيْكُمُ الصِّيَامُ كَمَا كُتِبَ عَلَى الَّذِينَ مِنْ قَبْلِكُمْ}His saying, Exalted is He: {O you who have believed, fasting is prescribed for you as it was prescribed for those before you.}
Hadith 264

حَدَّثَنَا سَعِيدٌ قَالَ: نَا عَتَّابُ بْنُ بَشِيرٍ، عَنْ خُصَيْفٍ، عَنْ زِيَادِ بْنِ أَبِي مَرْيَمَ، فِي قَوْلِهِ عَزَّ وَجَلَّ: { وَعَلَى الَّذِينَ يُطِيقُونَهُ } يَعْنِي: مِنَ الَّذِينَ بَلَغُوا الْأَعْمَالَ فَوَجَبَ عَلَيْهِمُ الصِّيَامُ، فَمَنْ كَانَ مِنْ هَؤُلَاءِ بِهِ عِلَّةٌ مِنْ مَرَضٍ أَوْ عُطَاسٍ أَوْ ذَا عِلَّةٍ مِنْ رَجُلٍ أَوِ امْرَأَةٍ مَعْذُورَةٍ فَتَرَكَ الصِّيَامَ - أَوِ الشَّيْخُ الْكَبِيرُ - فَعَلَيْهِ فِدْيَةٌ طَعَامُ مِسْكِينٍ لِكُلِّ يَوْمٍ { فَمَنْ تَطَوَّعَ خَيْرًا } يَعْنِي يُطْعِمُ كُلَّ يَوْمٍ مِسْكِينَيْنِ، { وَأَنْ تَصُومُوا خَيْرٌ لَكُمْ } مِنْ ذَلِكَ .
Ziyad bin Abi Maryam, may Allah have mercy on him, said regarding the statement of Allah the Exalted «وَعَلَى الَّذِينَ يُطِيقُونَهُ»: That is, those people who have reached the age of performing deeds (worship), then fasting is obligatory upon them. So whoever among them is unable to fast due to any illness, cold, or any other excuse, or is very old, then it is obligatory upon him to feed one needy person as compensation for each day. ﴿فَمَنْ تَطَوَّعَ خَيْرًا﴾ That is, if someone feeds two needy people for each day, it is better, ﴿وَأَنْ تَصُومُوا خَيْرٌ لَكُمْ﴾ That is, fasting is better than this.
