Sayyiduna Umar bin Khattab (may Allah be pleased with him) delivered a sermon and said: "Do not increase the dowries of women. If I come to know that anyone has given or taken a dowry more than what the Messenger of Allah (peace and blessings be upon him) gave or took, I will deposit the excess wealth into the public treasury (Bayt al-Mal)." Then a Qurayshi woman said: "O Commander of the Believers! Does the Book of Allah, the Mighty and Majestic, have more right or your statement?" Sayyiduna Umar (may Allah be pleased with him) said: "The Book of Allah, the Mighty and Majestic." She said: "You have forbidden people from increasing dowries, whereas Allah, the Mighty and Majestic, says: «وَآتَيْتُمْإِحْدَاهُنَّقِنْطَارًافَلَاتَأْخُذُوامِنْهُشَيْئًا»[النساء: 20]." So Sayyiduna Umar (may Allah be pleased with him) said: "Everyone is more knowledgeable in jurisprudence than Umar." Then he returned to the pulpit and said: "I had forbidden you from increasing the dowries of women, so now everyone may do as he wishes with his wealth."
