Hasan al-Basri, may Allah have mercy on him, said: This Qur’an has been recited by such slaves and children who neither learned it from its beginning nor have knowledge of its interpretation and explanation. Indeed, those most deserving of the Qur’an are those whose actions reflect it, as Allah the Blessed and Exalted has said: “(This is) a blessed Book which We have sent down to you, that they might reflect upon its verses and that those of understanding would be reminded.” [سورہ ص: 29] And the true meaning of reflecting upon its verses is to follow and act upon it. (Today) a person says to another: “Come, I will teach you the Qur’an!” By Allah! The reciters of old did not do this, by Allah! They are neither among the reciters nor among the people of piety. May Allah not increase such people, may Allah not increase such people.
