Sayyiduna Abdullah (may Allah be pleased with him) says: "Whoever wants to give divorce according to the Sunnah should give divorce to the woman when she is in a state of purity, and he has not had intercourse with her during that period of purity, (and he should also) take witnesses when giving the divorce."
