It is narrated about Sayyiduna Umar bin Khattab (may Allah be pleased with him): Once he saw a man whose the upper part of his foot was dry, water had not reached there, so Sayyiduna Umar (may Allah be pleased with him) said to him: "Did you join the prayer with this ablution?" He replied: "O Commander of the Faithful! It is very cold and I do not have anything to protect against it." Sayyiduna Umar (may Allah be pleased with him) initially began to be strict with him, but upon hearing this, he became gentle and said to him: "Wash the part of your foot that you left and repeat the prayer." Then Sayyiduna Umar (may Allah be pleased with him) instructed that a cloak be given to him.
