Ibn Wabra al-Kalbi narrates: Sayyiduna Khalid bin Walid (may Allah be pleased with him) sent me to Sayyiduna Umar (may Allah be pleased with him). He says: When I reached the service of Sayyiduna Umar (may Allah be pleased with him), at that time Sayyiduna Uthman Ghani (may Allah be pleased with him), Sayyiduna Abdur Rahman bin Awf (may Allah be pleased with him), Sayyiduna Ali (may Allah be pleased with him), Sayyiduna Talha (may Allah be pleased with him), and Sayyiduna Zubair (may Allah be pleased with him) were also present. All these people were sitting in the mosque, reclining. I said: "Sayyiduna Khalid bin Walid (may Allah be pleased with him) has sent me to you, he conveys his greetings to you and requests: People have started drinking a lot of alcohol and they do not give any importance to its punishment." So Sayyiduna Umar (may Allah be pleased with him) said: "These gentlemen are present here before you, ask them about this matter." So Sayyiduna Ali (may Allah be pleased with him) said: "Our opinion is that when (the person who drinks alcohol) becomes intoxicated, he will utter nonsense, and if he utters nonsense, he will slander (accuse someone falsely of adultery), and the punishment for slander is eighty lashes." So Sayyiduna Umar (may Allah be pleased with him) said: "Convey what he (Sayyiduna Ali, may Allah be pleased with him) has said to your master (Sayyiduna Khalid bin Walid, may Allah be pleased with him)." The narrator states: When a weak person who had committed this crime was brought before Sayyiduna Umar (may Allah be pleased with him), he would have him given forty lashes. Sayyiduna Uthman Ghani (may Allah be pleased with him) would also have (some given) eighty and (some given) forty lashes.
