Sayyiduna Ibn Umar (may Allah be pleased with them both) narrates: A Muslim killed a Dhimmi (non-Muslim under Muslim protection) intentionally. This case was presented before Sayyiduna Uthman (may Allah be pleased with him), so he did not have (the killer) killed in retribution (qisas), and he set the aggravated blood money (diyah) for him, which was equal to the blood money of a Muslim.
