Ibn Shihab narrates: Both Sayyiduna Abu Bakrah (may Allah be pleased with him) and Sayyiduna Umar (may Allah be pleased with him) set the blood money of a Jewish or Christian person equal to that of a free Muslim person, provided that person was a Mu'ahid (i.e., a Dhimmi), whereas Sayyiduna Uthman Ghani and Sayyiduna Muawiyah (may Allah be pleased with them both) did not require blood money to be paid for a polytheist.
