Hadith 3337

أَخْبَرَنَا أَخْبَرَنَا عُبَيْدُ اللَّهِ بْنُ مُوسَى، عَنْ مُوسَى بْنِ عُبَيْدَةَ، عَنْ وَاقِدِ بْنِ مُحَمَّدِ بْنِ زَيْدِ بْنِ عَبْدِ اللَّهِ بْنِ عُمَرَ: "أَنَّ رَجُلًا أَوْصَى بِمَالِهِ فِي سَبِيلِ اللَّهِ، فَسَأَلَ الْوَصِيُّ عَنْ ذَلِكَ عُمَرَ، فَقَالَ: أَعْطِهِ عُمَّالَ اللَّهِ، قَالَ: وَمَنْ عُمَّالُ اللَّهِ ؟ قَالَ: حَاجُّ بَيْتِ اللَّهِ".
It is narrated from Waqid bin Muhammad bin Zaid bin Abdullah bin Umar that a man made a will to spend his wealth in the way of Allah. The one to whom the will was made asked Sayyiduna Umar (may Allah be pleased with him), so he said: Give it to the workers of Allah. He asked: Who are the workers of Allah? He replied: Those who perform Hajj of the House of Allah (the Ka'bah).

Brief Explanation
(Explanation of Hadiths 3335 to 3337)

Generally, "fi sabilillah" (in the way of Allah) is understood to mean jihad, and this is also among the categories of zakat expenditure. Therefore, if a person makes a general bequest that his wealth be spent "fi sabilillah" without specifying any particular direction, then that wealth will be spent on military equipment and the necessities of jihad, and also upon the mujahid (combatant), even if he is wealthy. If there is no occasion or context for jihad, then it is established from the hadiths that Hajj and Umrah are also included in "fi sabilillah." Similarly, according to some scholars, da'wah (inviting to Islam) and tabligh (propagation) are also included in "fi sabilillah," because their objective is also the exaltation of the word of Allah.
