أَخْبَرَنَا مُحَمَّدُ بْنُ كَثِيرٍ، عَنْ الْأَوْزَاعِيِّ، قَالَ: قَالَ عُمَرُ بْنُ عَبْدِ الْعَزِيزِ: "إِذَا رَأَيْتَ قَوْمًا يُنْتِجُونَ بِأَمْرٍ دُونَ عَامَّتِهِمْ، فَهُمْ عَلَى تَأْسِيسِ الضَّلَالَةِ".
Imam Awza'i, may Allah have mercy on him, said: Umar bin Abdul Aziz, may Allah have mercy on him, said: When you see people whispering to each other about something apart from the general public, then know that they are laying the foundation of misguidance.

(Commentary on Hadith 313)
Whispering or secret conversation is prohibited by the Qur’anic text: «﴿فَلَا تَتَنَاجَوْا بِالْإِثْمِ وَالْعُدْوَانِ﴾ [المجادلة : 9]» that is, do not whisper (engage in secret conversation) concerning sin and transgression.
