Sayyiduna Abu Humayd Sa'idi (may Allah be pleased with him) reported that the Noble Prophet (peace and blessings be upon him) appointed a man as a collector of charity. When he finished his work, he came to the Prophet (peace be upon him) and said: "O Messenger of Allah! This is for you (i.e., this is the money for the public treasury), and this was given to me as a gift." The Prophet (peace be upon him) said: "Why did you not sit in your father's or mother's house and see whether you would be given a gift or not?" Then, in the evening, after the prayer, the Prophet (peace be upon him) stood on the pulpit and delivered a sermon. He praised Allah as much as He deserved, then said: "As for what follows: What is the matter with such an agent whom we appoint (for the collection of jizyah, tax, or charity), then he comes to us and says, 'This is your tax, and this was given to me as a gift'? Why did he not remain in his parents' house and see whether he would be given a gift or not? By the One in Whose hand is my soul, if any one of you commits treachery with this wealth, he will come on the Day of Resurrection carrying it on his neck: if it was a camel, he will bring it making its sound; if it was a cow, he will bring it making its sound; if it was a goat, he will bring it making its sound. So I have conveyed (the message) to you."
Sayyiduna Abu Humayd (may Allah be pleased with him) said: Then the Messenger of Allah (peace be upon him) raised his hands so high that we could see the whiteness of his armpits. Sayyiduna Abu Humayd (may Allah be pleased with him) further said: Sayyiduna Zayd bin Thabit (may Allah be pleased with him) also heard this hadith from the Noble Prophet (peace be upon him) along with me, so ask him.

Brief Explanation
(Commentary on Hadith 2528)
This hadith has been mentioned by Imam Bukhari rahimahullah at multiple places. Imam Darimi rahimahullah has also mentioned it in [كتاب الزكاة حديث 1707]. What happened was that the Messenger of Allah sallallahu alayhi wa sallam sent a Companion named Sayyiduna Ibn Lutbiyyah radi Allahu anhu to collect zakat. When he returned with the zakat wealth, he began to attribute some items as having been given to him as gifts. At that time, after the night (Isha) prayer, the Prophet sallallahu alayhi wa sallam delivered this sermon and explained that during an official journey or duty, you do not have the right to accept personal gifts; whatever is received must be deposited into the public treasury (Bayt al-Mal).
From this, it is understood that a ruler should take account from his officials and those who collect charity and jizyah, so that matters remain transparent and no one has an opportunity for suspicion. Through this accountability and depositing everything into the Bayt al-Mal, the door to bribery is closed. When any officer realizes that he has no right to gifts and presents received in this capacity, he will not accept such gifts at all, or he will deposit them into the Bayt al-Mal through his superior officer.
From this hadith, it is established that it is permissible to deliver a sermon when needed and to clarify rulings and realities before the people, and also that one should not attack anyone by name. The Messenger of Allah sallallahu alayhi wa sallam said: "What is the matter with the worker..." and did not mention his name. In this, the permissibility of taking an oath is also found, as well as the fact that whoever commits treachery will be brought forth with it on the Day of Resurrection. Furthermore, in the mention of the Prophet sallallahu alayhi wa sallam raising his hand, the narrator’s intent is to indicate that he personally heard this hadith and saw the Prophet sallallahu alayhi wa sallam giving this instruction with his own eyes. For further emphasis, Sayyiduna Abu Humayd radi Allahu anhu said: Sayyiduna Zayd ibn Thabit radi Allahu anhu also heard this hadith with me.
