It is narrated from Sayyiduna Imran bin Husain (may Allah be pleased with him) that the slave of the poor cut off the hand of the slave of the rich. His master presented himself before the Prophet Muhammad (peace and blessings be upon him). The people said: O Messenger of Allah (peace and blessings be upon him)! This slave belongs to the poor (i.e., those who cannot pay blood money), so the Prophet (peace and blessings be upon him) did not impose any (blood money) upon them.

Brief Explanation
(Commentary on Hadith 2404)
From this hadith, it is understood that if the perpetrator (jani) is unable (to pay), then the blood money (diyah) will be waived from him, and the blood money will have to be paid from the public treasury (bayt al-mal).
In Abu Dawud and others, it is not a slave but rather an ordinary boy who is mentioned, whose ear had been cut off.
In al-Muntaqa, the grandfather of Imam Ibn Taymiyyah rahimahullah said that if the ‘aqilah (those responsible for paying the blood money) are poor, then the responsibility is lifted from them, and in this case, there will be no accountability from the killer either.
