Sayyiduna Ibn Abbas (may Allah be pleased with them both) said: The Messenger of Allah (peace and blessings be upon him) said: “«ايم» A previously married woman has more right regarding herself (in matters of remarriage) than her guardian, and a virgin girl will be consulted regarding herself (marriage), and her silence is her permission.”

Brief Explanation
(Commentary on Ahadith 2223 to 2225)
That is, the veil (hijab) of a previously married woman (thayyib) is lifted after marriage; now, if she is to be married a second time, she will be consulted, and if she explicitly permits the marriage, then her marriage will be conducted, otherwise not. Even her guardian (wali) cannot compel her. However, a virgin girl (bikr) feels shy to give explicit permission, so her silence itself will be considered her consent.
