Hadith 2202

Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him) said: We were young men with the Prophet (peace and blessings of Allah be upon him) and we had nothing (means). The Messenger of Allah (peace and blessings of Allah be upon him) said: "O young men! Whoever among you has the means to marry should get married, for it is more effective in lowering the gaze and guarding the private parts. And whoever is not able to marry should fast, for fasting diminishes his sexual desire."

Brief Explanation
(Commentary on Hadith 2201)

In this hadith, the benefits of marriage (nikah) are mentioned: that it is a means of protecting oneself from adultery and immorality with non-mahram women, and a cause for lowering the gaze. And whoever does not have the ability to marry is instructed to fast, because fasting (sawm) diminishes desire; in fact, all desires are broken by fasting.

In this hadith, the ability (quwwat wa istita‘at) for marriage refers to the capacity for food, clothing, dowry (mahr), and sexual relations (jima‘), and marriage is a Sunnah.

To refrain from marriage despite having the ability is contrary to the Sunnah, and if there is a fear of falling into sin, then marriage becomes obligatory (wajib); in this case, not marrying and thereby committing sin will be blameworthy.
