Hadith 1772

أَخْبَرَنَا أَخْبَرَنَا عَبْدُ اللَّهِ بْنُ صَالِحٍ، حَدَّثَنِي بَكْرٌ هُوَ ابْنُ مُضَرَ، عَنْ عَمْرِو بْنِ الْحَارِثِ، عَنْ يَزِيدَ مَوْلَى سَلَمَةَ بْنِ الْأَكْوَعِ، عَنْ سَلَمَةَ، أَنَّهُ قَالَ: لَمَّا نَزَلَتْ هَذِهِ الْآيَةُ: وَعَلَى الَّذِينَ يُطِيقُونَهُ فِدْيَةٌ طَعَامُ مِسْكِينٍ سورة البقرة آية 184، قَالَ: "كَانَ مَنْ أَرَادَ أَنْ يُفْطِرَ وَيَفْتَدِيَ، فَعَلَ، حَتَّى نَزَلَتْ الْآيَةُ الَّتِي بَعْدَهَا، فَنَسَخَتْهَا".
Sayyiduna Salamah bin Akwa’ (may Allah be pleased with him) said: When this verse was revealed, “Those who have the ability to fast but do not, should pay the fidyah of feeding a poor person,” [بقرة: 184/2] then among us, whoever wished would not fast and would give the fidyah, until this command was revealed «فَمَنْ شَهِدَ مِنْكُمُ الشَّهْرَ فَلْيَصُمْهُ» that is, “Whoever witnesses the month of Ramadan should fast,” [البقرة: 185/2] and the previous option (of not fasting) was abrogated.

Brief Explanation
(Commentary on Hadith 1771)

From this hadith, it is established that now fasting is obligatory upon everyone except the traveler and the sick, and women who are menstruating (ha’idhah) or experiencing postnatal bleeding (nifas); for them, there is permission not to fast in Ramadan, and they can make up for it later. Some scholars have said that the first verse is not abrogated; rather, its meaning is that those people who previously had the ability to fast but have now become unable (such as the elderly and the sick, etc.), they have the option to either give fidyah (compensatory feeding of the poor) or to fast.
