Ubaid bin Jubair said: When Sayyiduna Abu Basrah Ghifari رضي الله عنه left from Fustat (a city) during Ramadan, I boarded a boat with him. He took out lunch and said: Come near. I said: Do you not still see the city population? Sayyiduna Abu Basrah رضي الله عنه said: Do you dislike the Sunnah of the Messenger of Allah صلى الله عليه وسلم?

The meaning is that when the Messenger of Allah (sallallahu alayhi wa sallam) set out with the intention of travel during Ramadan, he would break his fast, just as Sayyiduna Abu Basrah (radi Allahu anhu) did. According to him, whoever does not do so is turning away from the Sunnah. From this hadith, the scholars have deduced that when a person sets out with the intention of travel, he may begin to shorten the prayers (qasr) and break the fast (iftar), even if he has not yet gone far from the populated area of the city.
