Sayyiduna Uqbah bin Amir (may Allah be pleased with him) said: I heard the Messenger of Allah (peace and blessings be upon him) say: "The collector of illegal taxes will not enter Paradise." Imam Darimi (may Allah have mercy on him) said: By "collector of illegal taxes" is meant the one who takes 'ushr (unlawful tax).

Brief Explanation
(Commentary on Hadith 1703)
In this hadith, the meaning of «مكس» is oppression and excess, and by "sahib-e-maks" is meant that official or zakat collector who takes more than the obligatory amount, i.e., (Mr. Ten Percent), for example, zakat is obligatory on one hundred rupees but by imposing his own share as tax, he collects more than one hundred rupees—this is sheer oppression. One who does so will not enter Paradise.
Although the hadith is weak, «اَلظُّلْمُظُلُمَاتٍيَوْمَالْقِيَامَةِ» .
