Sayyiduna Suwaid bin Ghaflah (may Allah be pleased with him) said that a collector of zakat from the Messenger of Allah (peace and blessings be upon him) came to us, so I held his hand and read his ordinance, in which it was written that scattered wealth should not be gathered together, nor should gathered wealth be separated out of fear of zakat.

Its example is like this: three men each have forty sheep. At the time of zakat, they combine all their sheep together so that only one sheep has to be given as zakat, because if they remain separate, then each one would have to give one sheep. Or, for example, two men each have 110 sheep in one flock, upon which three sheep are obligatory as zakat. Now, at the time of zakat, they separate their respective 110 sheep so that only one sheep each has to be given. This is impermissible. Similarly, it is not permissible for the zakat collector (mussaddiq) to separate combined wealth or flocks, nor to forcibly combine separate wealth or flocks in one place in order to take zakat.
