Hadith 1654

أَخْبَرَنَا هَاشِمُ بْنُ الْقَاسِمِ، حَدَّثَنَا شُعْبَةُ، عَنْ مُحَمَّدِ بْنِ زِيَادٍ، قَالَ: سَمِعْتُ أَبَا هُرَيْرَةَ يُحَدِّثُ، عَنْ النَّبِيِّ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ، أَنَّهُ قَالَ: "لَيْسَ الْمِسْكِينُ الَّذِي تَرُدُّهُ اللُّقْمَةُ وَاللُّقْمَتَانِ، وَالْكِسْرَةُ وَالْكِسْرَتَانِ، وَالتَّمْرَةُ وَالتَّمْرَتَانِ، وَلَكِنْ الْمِسْكِينُ الَّذِي لَيْسَ لَهُ غِنًى يُغْنِيهِ، يَسْتَحْيِي أَنْ يَسْأَلَ النَّاسَ إِلْحَافًا، أَوْ لَا يَسْأَلُ النَّاسَ إِلْحَافًا".
Abu Huraira (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) said: "A poor person is not the one who is given one or two morsels, or one or two pieces, or one or two dates as he goes from door to door; rather, the poor person is the one who has no wealth, but he is ashamed to ask, or he does not beg persistently from people."

Brief Explanation
(Commentary on Hadith 1653)

From this hadith, the definition of a miskin (needy person) has been clarified. Essentially, not everyone who goes around daily asking is a miskin; rather, in reality, a miskin is one who is poor and in need, but due to modesty does not extend his hand to anyone in request. Such a miskin should be sought out, and zakat should be given specifically to such people, for they are more deserving of zakat.
