(424) بَابُ ذِكْرِ الْبَيَانِ أَنَّ الْعُمْرَةَ فَرْضٌ وَأَنَّهَا مِنَ الْإِسْلَامِ كَالْحَجِّ سَوَاءً لَّا أَنَّهَا تَطَوُّعٌ غَيْرُ فَرِيضَةٍ عَلَى مَا قَالَ بَعْضُ الْعُلَمَاءِClarification that Umrah is obligatory and part of Islam, not just a voluntary act.
Hadith 3066

ثنا عَبْدُ اللَّهِ بْنُ سَعِيدٍ الأَشَجُّ ، ثنا أَبُو خَالِدٍ ، عَنِ ابْنِ جُرَيْجٍ ، عَنْ نَافِعٍ ، عَنِ ابْنِ عُمَرَ ، قَالَ : " لَيْسَ مِنْ أَحَدٍ إِلا وَعَلَيْهِ حَجَّةٌ وَعُمْرَةٌ وَاجِبَتَانِ لا بُدَّ مِنْهُمَا ، فَمَنْ زَادَ بَعْدَ ذَلِكَ خَيْرٌ وَتَطَوُّعٌ "
Sayyiduna Ibn Umar (may Allah be pleased with him) narrates that it is obligatory upon every person to perform one Hajj and one Umrah; it is necessary to fulfill both of them. Then, whoever performs more Hajj or Umrah, this is a matter of great goodness, blessing, and virtue.
