Sayyiduna Ibn Abbas (may Allah be pleased with them both) narrates that the Messenger of Allah (peace and blessings be upon him) commanded us to give one sa’ of food as charity of Ramadan on behalf of every young and old person, free and slave as well. Whoever gave Hijazi barley, it would be accepted from him, and I think he (the Prophet) also said: "Whoever gave flour, it would be accepted from him, and whoever gave sattu, that too would be accepted."
