It is narrated from Sayyiduna Amr bin Al-Aas (may Allah be pleased with him) that the people of Banu Shababa, a branch of the Fahm tribe, used to pay the Messenger of Allah (peace and blessings be upon him) one-tenth of their honey production. For every ten water skins, they would give one water skin, and the Prophet (peace and blessings be upon him) had allotted them two valleys. Then, when the era of Sayyiduna Umar bin Khattab (may Allah be pleased with him) came, he appointed Sufyan bin Abdullah Thaqafi as their leader. They refused to pay zakat to Sufyan and said, "We used to pay this zakat only to the Messenger of Allah (peace and blessings be upon him)." So Sufyan wrote about this to Sayyiduna Umar (may Allah be pleased with him), and Sayyiduna Umar (may Allah be pleased with him) wrote back: "Indeed, bees of honey are like the bees of rain. Allah provides them as sustenance and directs them wherever He wills. Therefore, if these people pay you the same zakat that they used to pay to the Messenger of Allah (peace and blessings be upon him), then lease them their two valleys; otherwise, allow other people as well (to benefit from the grass and honey of those two valleys)." Thus, they paid Sufyan the same amount that they used to pay to the Messenger of Allah (peace and blessings be upon him), and Sufyan allotted their two valleys to them.
