It is narrated about Sayyiduna Fadik (may Allah be pleased with him): He came to the service of the Prophet Muhammad (peace and blessings be upon him) and said: O Messenger of Allah (peace and blessings be upon him)! People say that whoever does not migrate is doomed. The Prophet Muhammad (peace and blessings be upon him) said: "O Fadik, keep performing prayer, refrain from evil, and live wherever you wish in the land of your people." (Imam Ibn Hibban, may Allah have mercy on him, says:) The statement of the Prophet Muhammad (peace and blessings be upon him), "Establish prayer," is a mandatory command which becomes obligatory upon the addressed individuals in certain situations, but not in all situations. The statement of the Prophet Muhammad (peace and blessings be upon him), "Refrain from evil," is obligatory upon all Muslims in every situation so that they do not commit any sin regarding themselves in any way, nor do they do anything to others that displeases Allah Almighty. The statement of the Prophet Muhammad (peace and blessings be upon him), "And live wherever you wish in the land of your people," is a command in the sense of permissibility, but its purpose is to inform that the person who refrains from evil, as described, will not be harmed no matter where he chooses to live, even if he does not choose to reside in places of honor.
