Hisham bin Urwah narrates from his father (Urwah bin Zubair): I said to Sayyida Aisha (may Allah be pleased with her): I was young in those days. What is your opinion about the statement of Allah Almighty: "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them." I think that if someone does not perform the Sa'i between them, there is no harm upon him. Sayyida Aisha (may Allah be pleased with her) said: It is not so at all. If it were as you say, then the verse should have been: "There is no sin upon the one who does not perform their Sa'i." (Then Sayyida Aisha, may Allah be pleased with her, explained:) This verse was revealed about some of the Ansar who used to assume Ihram for the idol called Manat. Those people felt it was objectionable to perform Sa'i between Safa and Marwah. When Islam came, people asked the Prophet (peace and blessings be upon him) about this matter, so Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them. And whoever does good voluntarily, then indeed Allah is Appreciative and All-Knowing."
