Hadith 3386
It is narrated about Zaid bin Aqbah. Hajjaj said to him: What is the reason that you do not ask anything from me? He replied: Sayyiduna Samurah bin Jundub (may Allah be pleased with him) has narrated that the Noble Prophet (peace and blessings be upon him) said: "Asking is a scratch that a person puts on his face. So whoever wishes, let him leave it on his face, and whoever wishes, let him not do so, except for the one who asks from the ruler (or the relevant government official), or the one who is faced with such a situation that asking becomes a necessity for him."
