“When you pass by our graves and your own graves (i.e., the graves of our and your relatives) from the time of ignorance, then inform them that those people are in Hell.” (Imam Ibn Hibban, may Allah have mercy on him, says: In this hadith, the Prophet Muhammad (peace be upon him) has instructed the Muslim that when he passes by the grave of a non-Muslim, he should praise Allah for granting him the guidance of Islam. Here, through the word ‘command’ (amr), it has been conveyed that they are among the people of Hell, because it is impossible to address those who have decayed and cannot accept an address from the addresser.)
