Sayyiduna Jabir bin Abdullah (may Allah be pleased with them both) narrates this statement of the Noble Prophet (peace and blessings of Allah be upon him): "Whoever revives barren land, he will receive its reward, and whatever eats from it will be counted as charity for that person."
(Imam Ibn Hibban, may Allah have mercy on him, says:) In this narration, there is clear evidence that when a dhimmi person revives barren land, it will not become his property, because charity is only for Muslims.
