Salim bin Amir narrates: There was a treaty between Sayyiduna Muawiyah (may Allah be pleased with him) and the people of Rome. Sayyiduna Muawiyah (may Allah be pleased with him) set out towards their territory, thinking that as soon as the duration of the treaty ended, he would immediately attack them. Then, an elderly man said: Allahu Akbar! Allahu Akbar! (There) should be no violation (of the treaty). (Salim bin Amir says) That was Sayyiduna Amr bin Abasah (may Allah be pleased with him). I asked him, and he informed me: I heard the Prophet Muhammad (peace and blessings be upon him) say: "When there is a treaty between any people, it is not permissible to violate it until its appointed term is completed, or it is thrown back to them on equal terms."
