Muhammad bin Abdullah narrates: He heard Dahhak bin Qais, and this was at the time when Sayyiduna Muawiyah bin Abu Sufyan (may Allah be pleased with him) came for Hajj during his caliphate. Dahhak was saying: The person who gives the fatwa permitting the combination of Umrah with Hajj will be someone ignorant of Allah’s command. Upon this, Sayyiduna Sa’d bin Abi Waqqas (may Allah be pleased with him) said to him: My nephew, you have said a very wrong thing. By Allah! The Noble Prophet (peace and blessings be upon him) did this, and we did it along with him.
