Urwah bin Zubair narrates: I asked the noble wife of the Prophet Muhammad (peace be upon him), Lady Aisha (may Allah be pleased with her): I said to her: What is your opinion about the statement of Allah Almighty? "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them." I think that if someone does not perform the Sa'i between them, there is no harm upon him. Lady Aisha (may Allah be pleased with her) said: Absolutely not, if it were as you say, then the verse would have been: "There is no sin upon him who does not walk between them." (Then Lady Aisha, may Allah be pleased with her, explained:) This verse was revealed about some of the Ansar who used to assume Ihram for Manat (an idol). They felt it was wrong to perform Sa'i between Safa and Marwah. When Islam came, people asked the Prophet Muhammad (peace be upon him) about this, so Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them. And whoever does good voluntarily, then indeed, Allah is Appreciative and Knowing."

Urwah bin Zubair narrates: I asked the noble wife of the Prophet Muhammad (peace be upon him), Lady Aisha (may Allah be pleased with her): I said to her: What is your opinion about the statement of Allah Almighty? "Indeed, Safa and Marwah are among the symbols of Allah," this verse until its end. I said to Lady Aisha (may Allah be pleased with her): By Allah! There is no sin upon the one who does not perform the Sa'i between Safa and Marwah. So Lady Aisha (may Allah be pleased with her) said: O my nephew! You have said a very wrong thing about this verse. If it meant what you are saying, then the verse should have been: "There is no sin upon him if he does not walk between them." In fact, this verse was revealed about the Ansar who, before accepting Islam, used to assume Ihram in the name of Manat, the false deity. These people used to worship it near Mushallal. Whoever assumed Ihram in its name considered it a sin to perform the Sa'i between Safa and Marwah. When people asked the Prophet Muhammad (peace be upon him) about this, they said: O Messenger of Allah (peace be upon him)! We used to consider it a sin to perform the Sa'i between Safa and Marwah. So Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them." Lady Aisha (may Allah be pleased with her) said: Then the Prophet Muhammad (peace be upon him) declared the Sa'i between them as Sunnah, so now it is not permissible for anyone to abandon the Sa'i between them.

Zuhri says: I took this narration to Abu Bakr bin Abdur Rahman, the narration which Urwah narrated to me from Lady Aisha (may Allah be pleased with her). Abu Bakr bin Abdur Rahman said: This is indeed knowledge; I had not heard this before. I had previously heard some scholars say that everyone used to perform the Sa'i between Safa and Marwah, except those whom Lady Aisha (may Allah be pleased with her) mentioned, who used to take sacrificial animals in the name of Manat. When Allah Almighty mentioned the Tawaf of the House in the Qur'an and did not mention the Sa'i between Safa and Marwah (people became confused about this), so Allah Almighty revealed this verse: "Indeed, Safa and Marwah are among the symbols of Allah, so whoever performs Hajj to the House or Umrah, there is no sin upon him if he walks between them." Abu Bakr bin Abdur Rahman said: So I heard that this verse was revealed about both groups: those who, in the time of ignorance, used to perform the Sa'i between Safa and Marwah, so they considered it a sin in Islam, thinking that Allah Almighty has commanded us to perform Tawaf of the House and has not mentioned Safa and Marwah. This was at the time when Allah Almighty had only mentioned the Tawaf of the House.
