Sayyiduna Rafi’ bin Khadij (may Allah be pleased with him) narrates that the Prophet (peace and blessings of Allah be upon him) said: “Offer the Fajr prayer when it becomes bright, for it is more rewarding.” The narrator is in doubt, perhaps these words are: “It is a cause for increasing your rewards.” (Imam Ibn Hibban, may Allah have mercy on him, says:) The Prophet (peace and blessings of Allah be upon him) by his statement “make it bright” meant the moonlit nights in which the appearance of true dawn is not clear. The reason for this is that a person should offer the Fajr prayer at a time when he is certain that it has become bright due to the appearance of true dawn, because when the prayer is offered in the manner we have described, it will be more rewarding than if a person offers the prayer without being certain of the appearance of true dawn.
