Sahih Adab al-Mufrad

It is narrated from Sayyiduna Abdullah bin Mas'ud (may Allah be pleased with him): When you are under a ruler whose harshness and oppression you fear, then say «اللهم رب السماوات السبع ورب العرش العظيم ، كن لي جاراً من فلان بن فلان وأحزابه من خلائقك؛ أن يفرط على أحد منهم ، أو يطغى ، عز جارك ، وجل ثناؤك ، ولا إله إلا أنت» "O Allah! Lord of the seven heavens and Lord of the Mighty Throne, be my protector against so-and-so son of so-and-so from among Your creation and his group, lest any of them attack me or do injustice to me. Your protection is mighty, and Your praise is great, and there is no deity except You."

It is narrated from Sayyiduna Ibn Abbas (may Allah be pleased with them both) that he said: When you come to a king whose attack you fear, then say this three times: «الله أكبر . الله أعز من خلقه جميعاً ، الله أعز مما أخاف وأحذر ، أعوذ بالله الذى لا إله إلا هو ، الممسك السماوات السبع أن يقعن على الأرض إلا بإذنه؛ من شر عبدك فلان ، وجنوده وأتباعه وأشياعه من الجن والإنس . اللهم كن لي جاراً من شرهم ، جل ثناؤك ، وعز جارك ، وتبارك اسمك ، ولا إله غيرك» "Allah is the Greatest, Allah is more powerful than all His creation. Allah is even more powerful than the one whom I fear and am afraid of. I seek refuge with Allah, besides whom there is no deity, He who holds the seven heavens so that they do not fall upon the earth except by His command, from the evil of Your such-and-such servant and his armies, and his followers, and from those among the jinn and mankind who follow him. O Allah! Be my protector against their evil, Your praise is great, Your protection is very strong, Your name is blessed, and there is no deity except You."
