Hafiz Muhammad Ameen
(1) Lowering the waist-wrapper, shalwar, or pants etc. so that they drag on the ground is a major sin, the details of which are as follows: Whoever drags his garment (waist-wrapper, shalwar, or pants) on the ground, there can be only two reasons for this: Firstly, that the person does so out of arrogance. This is, according to the Shariah, impermissible and haram, and on the Day of Resurrection, Allah will not look at such a person with mercy, nor will He speak to him, nor will He purify him; rather, for him there will be a painful punishment: (Sahih Muslim, Al-Iman, Chapter: Clarification of the Severity of the Prohibition of Isbal al-Izar... Hadith: 293, 294) The second reason is negligence, laziness, or complacency. Laziness, negligence, and complacency in fulfilling the commands of Shariah are also crimes; therefore, regarding such a person, the clear statement of the Messenger of Allah (sallallahu alayhi wa sallam) is: “Whatever part of the waist-wrapper is below the ankles will be in the Fire.” (Sahih al-Bukhari, Al-Libas, Chapter: Whatever is below the ankles is in the Fire, Hadith 578) It should be remembered that four types of people are strictly exempted from this warning: *Women, for they are commanded to lower their garments so that their feet are not exposed while walking. *If, while standing up, the garment unintentionally falls below the ankles. *If someone has a large belly or a thin waist, and despite trying, the garment occasionally falls below the ankles. *If there is a wound on the foot or below the ankle, and to protect it from dust and flies, the garment is lowered. (Mukhtasar Sahih Bukhari (Urdu), Fawaid Hadith: 1984)
(2) “A man”—this person was not from the Muslim Ummah but from Bani Isra’il. Apparently, it seems that he was someone other than Qarun. And Allah knows best.

Hadith Commentary:
➊
Letting the garment hang below the ankles is forbidden, whether it is done out of arrogance or as a habit. However, there are four exceptions to this:
© Women are not included in this ruling.
© Despite making an effort, sometimes the garment goes below the ankles.
© When standing up quickly, if the garment goes below the ankles.
© Doing so due to illness is permissible.
Its details will come in the Book of Clothing, Hadith 5787.
It is mentioned in Sahih Muslim that this person was from the earlier people, i.e., Bani Israel (Sahih Muslim, al-Libas wa al-Zinah, Hadith: 5469(2088)).
➋
Some commentators have said that this punishment was given to Qarun.
And Allah knows best.
