´It was narrated from Abu Salamah that the Messenger of Allah said:` "Pre-emption takes effect in all cases where land has not been divided. But if the boundaries have been sent, and the roads lay out, then there is no pre-emption."

Imam Malik, Imam Shafi'i, and the hadith scholars hold this view; however, the Hanafis affirm the right of pre-emption (shuf‘ah) only for the neighbor. They interpret this hadith to mean that the negation here is of shuf‘ah due to partnership, not shuf‘ah due to neighborhood, even though every form of shuf‘ah has been explicitly negated.
