´It was narrated that 'Abdullah bin Ja'far said:` "The Messenger of Allah passed by some people who were shooting arrows at a ram. He denounced that and said: 'Do not disfigure animals (by using them as targets)." (Sahih )

By "muthlah" is meant to disfigure someone's form or to remove some flesh from a living being. It is evident that by tying up a living creature (animal or bird) and using it as a target for arrows, its form will also be disfigured, because arrows can strike the face as well, and flesh can also be separated due to the impact of the arrows.
