Hafiz Muhammad Ameen
(1) It is permissible to kill dogs when there is a need.
(2) “Do not enter” means the angels of mercy; otherwise, the recording angels, guardian angels, and the angel of death enter every house.
(3) “Picture” refers to the image of a being with a soul, whether it is of a human or an animal, whether it is three-dimensional or in the form of a drawing or decoration, whether it is made on cloth or is a photographic image— all these types are prohibited. In the light of authentic ahadith, angels do not enter those houses in which there are pictures. However, there is an exemption only for those images which are necessary for unavoidable purposes and for which there is no alternative, such as for passports, identity cards, or licenses, etc.; even these should be kept in a secure or closed place and not displayed. Similarly, if images made on cloth are torn and used to make bedding or pillows and are put to use, then it is permissible. In other words, if in such a form they are subject to disrespect or trampling, then they are permissible.
(4) “The command to kill dogs”: The Messenger of Allah (sallallahu alayhi wa sallam), expressing dislike, initially gave the command to kill dogs. This command was general, which included the killing of every type of dog; therefore, it was not permissible to keep any type of dog. Then, he forbade the killing of all dogs except the black dog, and permitted keeping dogs for hunting, farming, and the protection of livestock. Apart from these types, it is permissible to kill all other dogs when there is a need, especially when they are harmful. And Allah knows best.
