Most likely, the intent of Umar (radi Allahu anhu) is the very statement of the Messenger of Allah (sallallahu alayhi wa sallam) that after the conquest of Makkah, there is no (more) migration (hijrah). Moreover, the passing of the Messenger of Allah (sallallahu alayhi wa sallam) was also close to the time of the conquest of Makkah. And Allah knows best.
