´It was narrated that 'Abdullah bin 'Amr said:` "A man said: 'O Messenger of Allah! Which emigration (Hijrah) is best?' He said: 'To leave what your Lord, the Mighty and Sublime, dislikes.' He said: 'There are two kinds of emigration, the emigration of the town dweller and the emigration of the Bedouin. As for the Bedouin, when he is called (to fight in Jihad) he must respond, and he must obey when he is commanded, and as for the town dweller, he is the one who is more severely tested and more greatly rewarded."'

(1) "Abandon these actions": The literal meaning of hijrah is to abandon or leave something. In the well-known sense, hijrah involves leaving one's home, relatives, and wealth. In this regard, the Prophet (sallallahu alayhi wa sallam) stated that the best form of hijrah is to abandon sins, because hijrah itself is undertaken for the protection of religion. By abandoning sins, religion is also safeguarded. If one does not abandon sins, then leaving one's homeland is of lesser value, and in hijrah as well, the real purpose of leaving the homeland is to abandon sins and to protect one's faith.
(2) "When he is called": That is, when he is called for jihad, he should respond and come forth. Otherwise, he should remain in his home and continue to act upon the Shariah. Hijrah was not obligatory upon those living in villages and among tribes, whereas it was obligatory upon the Muslims residing in the city of Makkah. Therefore, for the city dweller, the hardship was greater and so was the reward. And Allah knows best.
