أَخْبَرَنَا مُحَمَّدُ بْنُ قُدَامَةَ ، قَالَ : حَدَّثَنَا جَرِيرٌ ، عَنْ زَيْدِ بْنِ عَطَاءِ بْنِ السَّائِبِ ، عَنْ زِيَادِ بْنِ عِلَاقَةَ ، عَنْ أُسَامَةَ بْنِ شَرِيكٍ ، قَالَ : قَالَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ : " أَيُّمَا رَجُلٍ خَرَجَ يُفَرِّقُ بَيْنَ أُمَّتِي , فَاضْرِبُوا عُنُقَهُ " .
´It was narrated that Usamah bin Sharik said:` "The Messenger of Allah [SAW] said: 'Any man who goes out and tries to create division among my Ummah, strike his neck (kill him).'"

English translation:
One who separates from the Ummah or causes division within the Ummah is a renegade (murtad) and is separate from the community of Muslims. It is permissible to kill such a person, but carrying out this punishment is the responsibility of the government; the general public cannot execute it on their own, because of the risk of chaos and disorder (fitnah wa fasad). Similarly, the implementation of hudud (prescribed punishments) can only be carried out by the government.
