➊ The narrations regarding two strikes (in tayammum) are weak; the aforementioned hadith is authentic but abrogated.
◈ Imam Ahmad ibn Muhammad al-Muzaffar al-Razi (d. 631 AH) has declared the above narration to be abrogated due to the hadith of Sayyiduna Ammar ibn Yasir radi Allahu anhu, [صحيح البخاري : 338، مشكوٰة : 528]. [ناسخ والمنسوخ فى الاحاديث ص 38]

Thus, it is clear that the preferred and unabrogated method of performing tayammum is the one already mentioned in Adwa al-Masabih, hadith [528].

Commentary:
There are more narrations from Hazrat Ammar radi Allahu anhu regarding striking the earth once. Hazrat Ammar radi Allahu anhu himself also gave the legal verdict (fatwa) of performing tayammum by striking the earth once, as Imam Tirmidhi rahimahullah has mentioned in Jami' al-Tirmidhi. Imam Tirmidhi states:
The hadith of Hazrat Ammar radi Allahu anhu is hasan sahih (good and authentic), and it is narrated from Hazrat Ammar radi Allahu anhu through several chains. This is also the view of numerous Companions radi Allahu anhum, among whom are Hazrat Ali, Hazrat Ammar, and Hazrat Ibn Abbas radi Allahu anhum. This is also the view of many Tabi'in, among whom are Shu'bi, Ata, and Mak'hul rahimahullah; all of them said:
For tayammum, there is only one strike for the face and hands.
This is also the position of Imam Ahmad and Ishaq rahimahullah.
After this, Imam Tirmidhi mentioned the names of those who hold the view of two strikes. Among them are Companions, Tabi'in, and jurist Imams as well. Therefore, it is permissible to act upon both methods, but it is better to act upon the narration of striking once.

Imam Shawkani rahimahullah states:
There is discussion (weakness) in all the narrations regarding striking the earth twice. If these narrations were authentic, then acting upon them would be necessary, because they contain an additional point which must be accepted. Therefore, the correct view is that the narration of Ammar in the Sahihayn, in which striking the earth once is mentioned, should be considered sufficient—unless the narration of striking twice is proven authentic.
