´It was narrated that Saeed bin Jubair said:` "I was with Ibn Abbas in Arafat and he said: 'Why do I not hear the people reciting Talbiyah?' I said: They are afraid of Muawiyah.' So Ibn Abbas went out of his tent and said: "Labbaik Allahumma Labbaik, Labbaik! They are only forsaking the Sunnah out of hatred for Ali.'"

It appears that there was a disagreement regarding saying the Talbiyah in Arafat. Ali radi Allahu anhu was in favor of it. His political opponents began to oppose him even in religious matters, although political opposition should not affect religion and creed. In any case! The Talbiyah should be recited intermittently until the stoning (rami). Whether one is in Arafat or Muzdalifah, this is the position of the majority (jumhur). According to some jurists, such as Hasan al-Basri, the Talbiyah should not be recited after the morning of the Day of Arafah. And according to others, the Talbiyah should be stopped after the standing (wuquf) begins. The position of the majority is supported by authentic ahadith, therefore that is correct; all other opinions are based on analogy (qiyas).
